State Customs Committee of Belarus plans to sign a memorandum on mutual understanding re cooperation with Kazakhstan Customs Service in the sphere of bilateral trade statistics exchange. This news item was reported by Leonid Dosov, Deputy Chairman of SCC.

“At present we have every reason to say that the memorandum with Kazakhstan will be signed. Later on we will traverse these issues with customs services of other states which have higher turnover with Belarus,” said Deputy Chairman of SCC. Under his words, at present all the necessary documents are being looked into.

Leonid Dosov noted that signing of the memorandum will help Belarusian and Kazakhstan customs authorities to enter into collaboration on exchange of bilateral trade customs statistics. Comparison of this information and detection of causes for the discrepancy will further not only adequacy of foreign trade customs statistics but also exert positive influence on the efficiency of prevention, detection and preclusion of customs legislation violation.

“Customs statistics is the most accurate one as far as information about merchandise is fed into database only when the goods have been cleared and delivery control is being exercised,” added Deputy Chairman of SCC.

Similar memorandums have already been sighed with Russia, Ukraine, Armenia and China. In particular, with China we have already established the mechanism of data specification and regulation. As the need arises, the information provided by the two countries’ customs services will be exchanged monthly. These data will be the basis for taking decisions in the sphere of foreign-economic activity between Belarus and China. Besides that, at present the issue of signing an intergovernmental agreement on mutual help in customs matters is being considered. “It is a broader document, which determines all areas of customs cooperation,” specified Leonid Dosov.
