Constitutional Act of the Union State May Be Discussed at Supreme State Council Meeting

Vadim Popov, Chairman of the House of Representatives at the National Assembly of the Republic of Belarus, gave an interview to the First Channel of Belarusian radio and Belarusian Telegraph Agency. He touched upon a wide range of issues concerning integration of Belarus and Russia, latest international events as well as preparation for the eighth session at the House of Representatives. He noted that Belarusian-Russian relations could be characterized by progressive integration of the two countries in different spheres, and first of all in the area of economic cooperation, as reported by the press service of the Lower Chamber.

“We form such Union State, which could be attractive for other countries,” stated V.Popov. In his opinion, after Presidential election in the Russian Federation scheduled for 2nd March, there can appear an opportunity to discuss the draft Constitutional Act of the Union State at Supreme State Council’s Meeting. The parliamentarian noted that, as a matter of fact, the document had already been prepared for Supreme State Council’s consideration. V.Popov believes that the present membership of the joint Belarusian-Russian committee is able to elaborate the document taking into account the opinions of Belarusian and Russian Presidents.

In case Supreme State Council approves the document, Belarus and Russia will have to hold concurrent referendums – for people to express their opinion.

V.Popov stressed that Constitutional Act is a serious document consisting of 68 chapters. It is based on the Union State Establishing Treaty currently in force. The main authorities in the Union State are the Supreme State Council, the Union government and parliament. “If the Supreme State Council considers that at this point it is necessary to work through the variant of the presidential government as well, the committee is ready to do it,” stated V.Popov and stressed for the time being there is only one doctrine – to follow the Union State Establishing Treaty.

Let us remind that during recent press conference in Minsk Alexander Surikov, Ambassador of Russia, mentioned the opportunity to return to the consideration of draft Constitutional Act after presidential elections in the Russian Federation.
